House TPA Bill Will Not Come Before Senate Markup: Sources

A new bill to renew Trade Promotion Authority (TPA) will not be introduced in the House of Representatives until at the earliest after the Senate Finance Committee holds a markup slated to be held on April 21, congressional sources said.

According to these sources, any changes to the Senate TPA bill made during the markup will likely be reflected in the text of the House version. A timeline for House introduction does not appear to have been set yet, but sources said House supporters of TPA want to allow Senate action to “pick up steam” first.

This timeline comes amid indications that a deal has been reached <http://insidetrade.com/node/147192> on the substance of a bill to renew TPA, or fast-track, between Finance Chairman Orrin Hatch (R-UT) and Ranking Member Ron Wyden (D-OR). Congressional sources said Wyden and Hatch have made progress on add-on legislation but have not fully resolved these issues.

Sources have also said that add-on legislation currently being negotiated includes the renewal of the Generalized System of Preferences, the African Growth and Opportunity Act, and Customs reauthorization.

It remains unclear if House Ways & Means Chairman Paul Ryan (R-WI) has signed off on any deal. A spokeswoman for Hatch said the talks are continuing to make progress with Ryan's involvement, but stopped short of saying if a deal on the core issues has been reached.

"Negotiations regarding bipartisan, bicameral legislation to renew Trade Promotion Authority continue to make progress." the spokeswoman said on April 10. "Chairman Hatch, Senator Wyden and Chairman Ryan are continuing to talk. Chairman Hatch hopes to move legislation this spring."

Spokespeople for Wyden and Ryan did not immediately return requests for comment.
