In Floor Schedule, McCarthy Signals House May Consider TPA Next Week

House Majority Leader Kevin McCarthy (R-CA) on Friday (June 5) gave the clearest signal yet that the House may vote during the week of June 8 on a bill to renew Trade Promotion Authority (TPA) and the Trade Adjustment Adjustment Assistance (TAA).

In his weekly floor schedule <http://insidetrade.com/node/148266>, McCarthy said the House may consider “legislation related to trade” during the period between Wednesday (June 10) and the end of the week.

Sources had previously said the House leadership was aiming to vote on TPA during the week of June 8, but that this timetable could slip if supporters needed more time to round up sufficient votes for passage.

In particular, Rep. Lloyd Doggett (D-TX) told reporters following a labor rally <http://insidetrade.com/148222> this week that Thursday (June 11) has been discussed as the date for a floor vote on TPA, but added that it would likely be delayed if supporters cannot cobble together the votes.

House Majority Whip Steve Scalise (R-LA) said on June 3 <http://insidetrade.com/node/148226> that the leadership was making a "final push" and would bring up the bill as soon as it has the votes.

McCarthy has already said the version of TPA he plans to bring up is H.R. 1314, the Senate-passed bill, which also includes TAA renewal. In addition, he has said H.R. 1314 will be considered at the same time as a customs and enforcement bill and legislation to extend three trade preference programs.

House Ways & Means Committee Chairman Paul Ryan (R-WI) has made clear the House will take up the versions of those bills that his committee approved on April 23, not the versions passed by the Senate.

Trade is already on the radar for the White House and congressional leaders next week. The President's Export Council is slated to meet on Wednesday (June 10), and U.S. Trade Representative Michael Froman is slated to attend. And House Speaker John Boehner (R-OH) has selected Ways & Means trade subcommittee Chairman Pat Tiberi (R-OH) to deliver the weekly Republican address on June 6, which will focus on trade and call for TPA passage.

As of late Friday, the Rules Committee website did not list any meetings during the week of June 8 to consider a rule for H.R. 1314, a step which is likely to be the first firm indication that the leadership intends to bring the bill to the floor.

In a related development, McCarthy's schedule said the House between Wednesday and the end of the week will take up H.R. 2393, a bill to repeal country-of-origin labeling (COOL) for meat. The Rules Committee is set to consider a rule for H.R. 2393 on Tuesday (June 9) at 5 p.m.
