House Rules approves rule for stand-alone TPA bill

The House Rules Committee voted 7-3 to approve a rule today clearing the way for the House to vote Thursday on a stand-alone trade promotion authority bill. If the bill passes, the Senate would also have to approve the measure before it goes to President Barack Obama’s desk to be signed into law.

The rules adds TPA to an unrelated bill on retirement programs for firefighters and law enforcement officials that has previously passed the House and was slightly amended by the Senate. The House would vote on the two bills as a combined package.

“This measure does not address TAA [Trade Adjustment Assistance],” House Rules Committee Chairman Pete Sessions, referring to the workers retraining program rejected last week by House, thereby blocking approval of TPA. “Our expectation is the Senate will address that separately as they choose to do.”

Senate Majority Leader Mitch McConnell and House Speaker John Boehner said in a joint statement <https://www.politicopro.com/f/?f=39476&inb> they are committed to ensuring both TAA and TPA get votes in both chambers and are sent to President Barack Obama to sign into the law.
