* The Senate will convene at 9:30am and resume consideration of the motion to concur in the House message accompanying H.R. 2146 [the legislative vehicle for Trade Promotion Authority], post-cloture.
o Absent a time agreement, a roll call vote on the motion to concur in the House message accompanying H.R. 2146 will occur at approximately 5:30pm on Wednesday. Following disposition of the House message accompanying H.R. 2146, the Senate will immediately proceed to a roll call vote on the motion to invoke cloture on the motion to concur in the House message accompanying H.R. 1295 [the legislative vehicle for the trade preferences legislation and Trade Adjustment Assistance], with an amendment.
The following amendments are currently pending to the motion to concur in the House message accompanying H.R. 2146 [the legislative vehicle for Trade Promotion Authority]:
* McConnell amendment to change the enactment date. (#2060)
* McConnell second-degree amendment to McConnell amendment #2060, of a perfecting nature. (#2061)
The following amendments/motion are currently pending to the motion to concur in the House message accompanying H.R. 1295 [the legislative vehicle for trade preferences legislation and Trade Adjustment Assistance]:
* McConnell amendment in the nature of a substitute. (#2065) [text of trade preferences legislation and Trade Adjustment Assistance]
* McConnell amendment to McConnell substitute amendment #2065, to change the enactment date. (#2066)
* McConnell motion to refer H.R. 1295 to the Finance Committee, with instructions to change the enactment date. (#2067)
* McConnell amendment to McConnell motion to refer #2067, of a perfecting nature. (#2068)
* McConnell second-degree amendment to McConnell amendment #2068, of a perfecting nature. (#2069)
During Tuesday's Session
H.R. 2146 [the legislative vehicle for Trade Promotion Authority]
* The motion to invoke cloture on the motion to concur in the House message accompanying H.R. 2146 was agreed to by a roll call vote of 60-37.
Trade Facilitation and Trade Enforcement Act of 2015 (H.R. 644)
* The House message with respect to H.R. 644 was laid before the Senate and Senator McConnell moved to insist on the Senate amendment, agree to the request for a conference, and authorize the Chair to appoint conferees [the compound motion to go to conference]. Senator McConnell then filed cloture on the motion to enter into a conference with the House on H.R. 644.
o The Senate has used approximately forty minutes of the two hours of debate time provided under the cloture rule for entering into a conference with the House. As a result, following disposition of the House message accompanying H.R. 1295 [the legislative vehicle for the trade preferences legislation and Trade Adjustment Assistance], there will be up to eighty minutes for debate, equally divided, prior to a cloture vote on the motion to go to conference on H.R. 644. If cloture is invoked, the Senate will immediately proceed to vote on the motion to go to conference.
The Senate adopted the following by unanimous consent:
* A resolution designating the Ulysses S. Grant Association as the organization to implement the bicentennial celebration of the birth of Ulysses S. Grant, Civil War General and 2-term President of the United States. (S.Res. 209)
* A resolution celebrating the 125th Anniversary of the State of Wyoming (S.Res. 210)
