MEXICO EXPECTED TO PASS USMCA THIS WEEK: After dodging Trump's punitive tariffs over migration less than two weeks ago, Mexico is now on track to pass the new North American trade pact. Mexico's full Senate will vote for the replacement deal for NAFTA this week, Mexico's Undersecretary for North America Jesús Seade said Friday.  <http://go.politicoemail.com/?qs=5764ef00c62922addf6029722a1a78f3e913c07519303d25dabec2690cd121f487a23736404ff9e0c0d9d53bfa859f01>
Mexico would become the first of the three North American trading partners to ratify the U.S.-Mexico-Canada Agreement. It also would come less than three weeks after Mexican President Andrés Manuel López Obrador's administration submitted the required texts for Mexican lawmakers to approve the deal. López Obrador has long sought to get USMCA quickly approved to remove uncertainty for Mexican investors and focus on domestic priorities.

Far from over: Mexican ratification doesn't mean that's what the final agreement will look like. House Democrats are still in negotiations with the Trump administration for changes they want made to the agreement's enforcement, labor, environment and drug pricing provisions. That would require revisiting certain terms of the deal with Mexico and Canada.

Don't forget about labor: On a separate note, it remains to be seen how Mexico will implement its landmark labor reform law. House Speaker Nancy Pelosi <http://go.politicoemail.com/?qs=5764ef00c62922adcd2e9b281946f79f4a0f8e07a6afacc59899b2cc27aeb836689fd7ae4e3f04bd568ad2e31eb13a87> and her caucus have also specified that they want to see how the recently passed law will overhaul the country's existing labor structure.
