expected to discuss tonight outstanding trade hurdles with the United
States — including the mounting pressure from Washington on Brussels to
loosen its green and digital rulebooks.

 underpinning the Turnberry accord, several EU diplomats and officials told
me.

The content of the proposal hasn’t yet been shared with capitals, they
added, with the EU executive expected to provide further details at this
evening’s pow wow.

*Trump’s to-do list 1: *For Washington, the priority is to seek exemptions
from the EU’s green and tech rules. Two officials said they understood the
U.S. proposal would touch upon those regulatory issues. It comes as
Washington pushes back hard against EU climate and tech regulations it sees
as barriers to trade — from carbon border measures to digital rules — and
amid lingering disputes over steel and aluminum.

*Trump’s to-do list 2: *Ganging up on Chinese steel. The EU announced
Tuesday it would double its tariffs on steel to 50 percent

in line with U.S. levels, in a bid to bring the Trump administration to the
negotiating table and hammer out a deal to get them back down again.

*Trump’s to-do list 3: *Trump also said Monday that 25 percent tariffs on
medium- and heavy-duty trucks will take effect on Nov. 1, a month later
than initially promised. Although the joint statement doesn’t shield the EU
from those tariffs, it’s less of a burning issue for Brussels because the
bloc doesn’t export many of those trucks to the U.S.

*Chiefs on the line*: This comes after Trade Commissioner Maroš Šefčovič
talked to U.S. Trade Representative Jamieson Greer on Sunday, Commission
deputy chief spokesperson Olof Gill told me, to discuss the “ongoing
implementation of the joint statement.”

*Accident or coincidence? *We aren’t saying that the U.S. proposal has
anything to do with the new steel measures unveiled by the Commission
