— The United States is hemorrhaging millions of jobs as a result of the
nation’s growing trade deficit, largely with <st1:country-region w:st="on"><st1:place
w:st="on">China</st1:place></st1:country-region>, according to a <a
href="http://www.epi.org/publications/entry/bp260/" target="_blank">report
issued today by the Economic Policy Institute</a> (EPI). Contrary to
conventional wisdom, high-tech industries are losing jobs faster than any other
sector of the economy, the <st1:City w:st="on"><st1:place w:st="on">Alliance</st1:place></st1:City>
for American Manufacturing (AAM) pointed out.<o:p></o:p></span></font></p>
<p><font size=2 face="Trebuchet MS"><span style='font-size:10.0pt;font-family:
"Trebuchet MS"'>Since <st1:country-region w:st="on">China</st1:country-region>
joined the World Trade Organization (WTO) in 2001, 2.4 million jobs have been
lost or displaced in the <st1:country-region w:st="on"><st1:place w:st="on">United
States</st1:place></st1:country-region> as a result of the burgeoning trade
deficit with that nation, the report concludes.<o:p></o:p></span></font></p>
<p><font size=2 face="Trebuchet MS"><span style='font-size:10.0pt;font-family:
"Trebuchet MS"'>Growing trade deficits cost jobs in every state and
congressional district (CD), the report found, including the <st1:State w:st="on">District
of Columbia</st1:State> and <st1:place w:st="on">Puerto Rico</st1:place>. The
computer, electronic equipment and parts industries experienced the largest
growth in trade deficits with China, resulting in 628,000 job losses—26
percent of all jobs displaced by trade between 2001 and 2008. <o:p></o:p></span></font></p>
<p><font size=2 face="Trebuchet MS"><span style='font-size:10.0pt;font-family:
"Trebuchet MS"'>The EPI report is the first to break down job losses to the
congressional district level. Using the EPI data, AAM created <a
href="http://www.americanmanufacturing.org/china-job-loss/" target="_blank">an
interactive map showing the impact by CDs</a>. The hardest-hit districts were
located in <st1:State w:st="on">California</st1:State> and <st1:State w:st="on">Texas</st1:State>,
where remaining jobs in these industries are concentrated, and also in <st1:State
w:st="on"><st1:place w:st="on">North Carolina</st1:place></st1:State>, which
was hit by job displacement in a variety of manufacturing industries. Other
populous states like <st1:State w:st="on">New York</st1:State> and <st1:State
w:st="on"><st1:place w:st="on">Illinois</st1:place></st1:State> also had major
job losses.<o:p></o:p></span></font></p>
<p><font size=2 face="Trebuchet MS"><span style='font-size:10.0pt;font-family:
"Trebuchet MS"'>“<st1:country-region w:st="on">China</st1:country-region>’s
cheating is causing <st1:country-region w:st="on">America</st1:country-region>
to lose more than just the capacity to make widgets in the one-sided trade
arrangements with <st1:country-region w:st="on"><st1:place w:st="on">China</st1:place></st1:country-region>,”
said AAM Executive Director Scott Paul. “Sophisticated electronics and
high-tech products that once were made in the <st1:country-region w:st="on">United
States</st1:country-region> are increasingly being made in <st1:country-region
w:st="on"><st1:place w:st="on">China</st1:place></st1:country-region> instead.

<p><font size=2 face="Trebuchet MS"><span style='font-size:10.0pt;font-family:
"Trebuchet MS"'>The report cites <st1:country-region w:st="on">China</st1:country-region>’s
currency manipulation as a major cause of the growing <st1:country-region
w:st="on"><st1:place w:st="on">U.S.</st1:place></st1:country-region> trade
deficit with that nation. <st1:country-region w:st="on">China</st1:country-region>
has tightly pegged its currency to the dollar at a rate that encourages a large
bilateral surplus with the <st1:country-region w:st="on"><st1:place w:st="on">United
States</st1:place></st1:country-region>. Other causes of the deficit include
massive industrial subsidies in <st1:country-region w:st="on">China</st1:country-region>,
lax labor and environmental law enforcement, intellectual property theft and
piracy and Chinese policies that block market access to <st1:country-region
w:st="on"><st1:place w:st="on">U.S.</st1:place></st1:country-region>

undervalued– as much as 25 percent according to a recent <a

article</a>. This could be due to pressure from Congress on President
Obama to toughen up on <st1:country-region w:st="on">China</st1:country-region>,
and perhaps the fact that on April 15, the U.S. Treasury Department will
release a report that could label <st1:country-region w:st="on"><st1:place
w:st="on">China</st1:place></st1:country-region> a currency manipulator.
Chinese officials are pushing for a “Strategic and Economic
Dialogue” in <st1:City w:st="on"><st1:place w:st="on">Beijing</st1:place></st1:City>
in May to address some issues of mutual (to be used loosely here) concern.<o:p></o:p></span></font></p>
