Heritage Action urges ‘no’ vote on TPA bill

A leading conservative group today urged House Republicans to vote against a trade promotion authority bill until Senate Majority Leader Mitch McConnell and House Speaker John Boehner make “ironclad public commitments” that the U.S. Export-Import Bank won’t be reauthorized.
“Heritage Action has always been a free trade organization, but free-market conservatives are understandably split on this president’s request for fast track authority,” the group said in a statement <https://www.politicopro.com/f/?f=39171&inb>putting House members on notice it will negatively score a vote for the bill, which combines a renewal of trade promotion authority with Trade Adjustment Assistance to help retrain workers who have lost their jobs because of trade.
Heritage Action has been trying for years to kill both the Export-Import Bank and the TAA program. They are upset TAA has been combined with the trade promotion authority bill and that Republican leaders have provided an opening for the Ex-Im Bank to be renewed.
“Including an egregiously ineffective welfare program in a bill intended to promote trade and promising a clear path forward on the Export-Import Bank, which is the antithesis of free trade, only exacerbates those concerns,” Heritage said. “The Trade Act of 2015 (H.R. 1314) is no longer a bill intended to advance free trade — it has become a special interest boondoggle that deserves defeat."
