Four Years of Progress on Labor Rights and Trade through USMCA

July marked the fourth anniversary of the United States-Mexico-Canada
Agreement (USMCA). Over the last four years, the USMCA has deepened
economic ties across North America and leveled the playing field for
workers and businesses in the United States.  Check out highlights from the
month as we celebrated some of USMCA's biggest achievements.

Wins for Workers through the Rapid Response Mechanism

One of the key tools of the USMCA is the Rapid Response Labor Mechanism, or
RRM. The RRM is an innovative trade tool that allows governments to
sanction particular workplaces that do not comply with national laws on
freedom of association or collective bargaining. To date, the U.S.
government has requested that the Government of Mexico review whether there
have been workers’ rights violations at 25 facilities. When there is
evidence that rights have been denied, the RRM has resulted in the U.S. and
Mexican governments negotiating remediation plans that provide relief to
the affected workers.


As a result of the RRM, workers in Mexico have been awarded back pay, been
reinstated after wrongful termination, gained legitimate union
representation, and secured higher wages and better working conditions. ack

Technical Assistance Advancing Labor Rights

Technical assistance has been another effective tool to help build a strong
labor rights framework in Mexico. Working in partnership with the
Government of Mexico, ILAB’s $180 million investment in technical
assistance projects is helping to strengthen labor institutions, advance
labor rights and worker protections, combat child labor and forced labor,
improve occupational safety and health, and promote gender equity and
women’s empowerment in the workplace. Projects have also worked to
establish an independent union movement and to educate employers as to
Mexico's labor reforms. These efforts promote a race to the top and level
the playing field for workers and businesses in the United States.
