Peruvian labor unions representing garment, textile and agricultural 
workers and the International Labor Rights Forum fileda complaint 
<http://laborrights.org/publications/us-peru-trade-promotion-agreement-complaint>with 
the Labor Department on Thursday against the government of Peru for 
failing to comply with labor standards under a 2009 trade agreement with 
the U.S.

The complaint says Peru’s Non-Traditional Export Promotion Law violates 
international standards on the rights of workers to organize. Under the 
law, employers can continue hiring workers on short-term, temporary 
contracts — some as short as 15 days — which creates an environment 
where employees are reluctant to organize labor unions or demand certain 
rights, the unions allege.

Peru, which is participating in the Trans-Pacific Partnership talks, 
agreed to uphold labor rights laid out by the International Labor 
Organization, including the right to organize, under its bilateral trade 
deal with the U.S.
